A brutally disfigured child named Oswald Cobblepot. s tossed into the river as a baby. The child lives his entire life in the sewer, with penguins whom escaped from the zoo. As an adult, Cobblepot -- also known as The Penguin -- is determined to run for mayor of Gotham City. He convinces Gotham's biggest businessman, Max Shreck, to back him. Their goal is to expose Batman as a villain, tarnishing his name forever. Max's unappreciated secretary, Selina Kyle, is thrown from a top of a building during a dispute with him. She is nursed by cats and becomes Catwoman. Batman must clear his name, and defeat both Penguin and Catwoman.
