Cut a slit into a raw hot dog/s, insert chocolate Ex Lax, casually toss hot dogs into and around said neighbors yard. Timing is important, after eating the "treats" you want the dogs inside the house when they "feel the need".
Usually acts within 1 to 2 hours or so depending on how much the dog eats and how big it is.
Once dogs are inside and the alloted time has expired, endeavour to make the dogs bark. The inside of your "neighbors" house will soon look like a Jackson Pollack painting.
What will this solve? Probably nothing, but it might give you a chuckle now and then. And it won't hurt the dogs none, except give them a good healthy appetite.
Even if you don't take me up on this, just thinking about it should make the situation a little funnier. (maybe)
